产业项目快速推进
营林产业以建立优质高效林木基地为重点，加大速生丰产林、工业原料林、珍贵树种、经济林和能源林的培育力度，推进商品林基地建设。突出发展红松果林等特色经济林，加快实现营林产业化；在木材产业上，把木材采好、造好、管好、卖好，使有限的木材产量实现效益最大化；林产工业走木材精深加工之路，向高档、精细的终端产品要效益，扶持壮大1~2个规模较大、前景看好的龙头企业，集中建设一处林产工业园区，把林产工业建成林产品集约化产业基地。
在种植养殖业上，大力调整种植结构。东方试验农场推进落实旱田改水田试验，争取国家对旱田改水田的资金补贴。大力发展禽类养殖及鹿、蜂、林蛙、野猪等特种经济动物养殖。扩大新林、海浪、西南岔林场肉牛养殖基地，年养殖量力争达到1500头。启动原禽类屠宰加工厂生产线，并与牡丹江市科发牧业有限公司和吉林正大集团联合开发肉鸡养殖项目；森林食品业以雪乡山副特产公司为龙头，加快食用菌、山野菜、浆果、坚果等森林食品的系列化生产，今年生产食用菌5600万袋；北药业大力发展五味子、人参、平贝、刺五加、黄芪等药材的栽培和采集，重点推进太平沟、海浪、七峰、新林林场的林下北药科研项目基地建设。
在森林生态旅游业上，高起点、大手笔推进旅游业的快发展。通过与海南珠江控股公司的战略合作，引资15亿元，打造太平沟至雪乡的景观带。同时对亚雪公路沿线的景点进行重点建设，并开辟二浪河旅游风景区。力争用5年左右的时间把雪乡打造成冬玩雪、春登山、夏漂流、秋赏五花山四季旅游的国内著名景区。今年，巩固完善4A级景区建设，游客力争达到13万人次，产值实现7800万元。在巩固提高原有太平沟原始森林、海浪河漂流等项目档次的基础上，增加夏季户外休闲、宿营、观光、避暑、度假等项目。
在清洁能源业上，采取招商引资的方式大力发展清洁能源产业。积极配合中电投公司推进二浪河风电场二期工程建设。与敦化市、国家电网公司搞好协作，抓好位于海源林场的抽水蓄能电站项目。与华能协作，积极推动林海水库供水发电项目尽快开工建设。推动落实与牡丹江电业局合作开发杨木沟和红旗两处小水电站的签约。
民生工程普惠百姓
大海林林业局强力推进重点工作，加快棚户区改造和资源节约型、环境友好型林区社会的建设，让改革和发展成果更多惠及职工群众。
加快棚户区改造步伐。今年棚改新建住房10万平方米，2000户棚户区群众受益。改造住房2万平方米，400户受益。棚改工程将做到当年建设，当年交工，棚改户当年回迁。
招商引资1500万元推进全局集中供热改造工程，采用最先进的节能环保锅炉，减少烟尘排放，满足全局50万平方米供热取暖的需求。同时研究土楼接入集中供热，消除使用明火造成的消防隐患。
争取国家饮水安全工程政策，对红星经营所等没有喝上自来水的林场所进行投资建设，早日让林场职工群众喝上安全水、放心水。争取国家非经营性投资，建设一处垃圾填埋场，进一步优化局址环境。以中心林场所建设为重点，加大新林区建设力度。
今年，在雪乡景区省级重点示范村一、二期建设的基础上，加大雪乡景区重点示范村第三期的建设力度，申报的项目有文化展览馆、污水处理厂、高山滑雪场、亚雪公路方向的停车场和车库以及在亚雪公路65公里之间建停车场、生活服务区、栈道、休憩点、观景点和加油站各一处。加快推进由省政府配套补贴的雪乡污水和垃圾处理项目、灯光滑雪场项目、羊草山公路项目。日前，省文明办已对雪乡景区全国文明村创建工作通过了检查验收并已上报，届时雪乡景区将成为全省森工第一个国家级文明村。
